More lawsuits a foregone conclusion for California high-speed rail

LOS ANGELES — As California officials seek to begin construction on the $68-billion high-speed rail project, strict engineering standards and other conditions outlined in the 2008 ballot measure authorizing the project have become a fertile breeding ground for lawsuits over the meaning of the language voters endorsed.
