Decision on high-speed rail for upstate New York still stalled

ALBANY, N.Y. — More than six years after the Federal Railroad Administration agreed to provide $4 million to study options for speed passenger trains across upstate New York, the project remains a work in progress. Although the public comment period on the draft of the study ended April 30, 2014, the final environmental impact statement has yet to be released.
