High-speed rail opponents collecting signatures to block funding

SACRAMENTO, Calif. — Critics of California's high-speed rail proposal are trying to get an initiative on the November ballot, but Democrats call it a political ploy. A Republican state senator is collecting signatures, hoping to get a measure on the ballot that will prevent the state from issuing bonds to help pay for California's high-speed rail project. But a political rival says it's really about his campaign for Congress in Northern California.
