Agreed upon joint recommendations of Constitution/Unity Agreement Committees to Oversight Committee

The discussions of the Constitution/Unity Agreement Committees yielded general agreement on the principle of craft autonomy and its interplay with the principle of autonomy of GCofAs.

1. Craft autonomy will be honored in concerted movements or national handling by requiring membership ratification of national agreements by each of the represented crafts.

2. When a GCA reaches tentative agreement that directly affects only one craft, only the membership then working in that craft - as determined by where most recent monthly membership dues are paid - will vote on ratification of system agreements which may be tied to national concerted movements and system movements initiated by GCAs. With respect to tentative agreements not related to national concerted movements and tentative agreements not having system application only the affected local chairmen for the craft directly affected will be allowed to vote and ratify such agreements. (Procedure to implement the above will be agreed to in the Unification Agreement.)

Additionally, the Committees agreed on the following:

Staff employees positions of both organizations will be protected, subject to attrition, and the UTU-OPIEU contracts will remain in place as required by the NLRA, recognizing that the question of accretion will likely arise, with the likely result that OPIEU will represent the combined workforce.

4. The Fees Objector Policies of both organizations are virtually identical and will be applied in the new organization.
