Environmental regulators, CSX discuss April derailment in Lynchburg

LYNCHBURG, Va. — Environmental regulators are in talks with CSX to negotiate the terms of a consent order that will be issued in response to the estimated 29,916 gallons of oil released into the James River during the April 30 train derailment in downtown Lynchburg.
