'Fugitive dust' from coal cars stirs health fears

NORFOLK, Va. -- Cathy Henry wondered about the black stuff. It coated the hands and feet of her 19-month-old twin girls when they played on the balcony of her West Ghent duplex. Environmental activists going door to door recently told her what it was: coal dust.
