Editorial: Improve safety of crude oil shipments

ROCHESTER, N.Y. -- The nationís booming oil production ó particularly in North Dakota and Montana ó has meant new life for New Yorkís aging railroad system. With oil output having outgrown pipeline capacity, freight trains have been pressed into service, transporting more than a million gallons of crude a day to the nationís 115 refineries.
