Doc's primary function is ensuring compliance with federal laws, which involve being a liaison between the officers and the government (Department of Labor, Internal Revenue Service, Railroad Retirement Board and the Federal Election Commission). This involves supervising and securing the assistance of the PAC Specialist, providing education to the financial officers by way of Secretary-Treasurers classes, planning and performing audits to determine weaknesses in the classes and ways/areas of improvement. In addition, preparation of the annual 990 tax returns, 1120POL tax return, 945 tax return, quarterly DC-1 report, annual CT-1 tax return, preparing the monthly FEC reports and corresponding state PAC reports, securing delinquent LM reports and preparing subordinate delinquent tax returns, etc. The greatest joy of the job is to see the light bulb go off in a Secretary-Treasurer's eye and knowing that he/she has a better understanding of the importance of the position.
